Andrew Glover was a cop who liked to help kids. Assigned to the Lower East Side's drug-ridden 9th Precinct, he was in just the right place.

Officer Glover never ran out of kids needing help. He never ran out of hope either. Despite overwhelming odds, no formal funding or government support, Glover made a second career out of helping kids the rest of society gave up on.

Helping the youths kept Glover going. Right up until the night in 1975 he and his partner were shot to death by a drug dealer during a routine patrol. Glover was only 34.

Robert Siegal was another local resident who was totally committed to helping troubled youths. He was a friend and kindred spirit of Glover's and developed his own unique system of diverting youths from crime and self-destruction.

Combining his NYU education with years of experience on the streets, Siegal was able to create one of the most innovative and effective programs of its kind in the US.

In 1976, Siegal named his program in honor of the man who had reached out to dozens of neighborhood youths on the brink of trouble. He called it The Andrew Glover Youth Program. Robert Siegal died at age 28 having seen his program succeed.

Angel Rodriguez, Executive Director of the Glover Program, is a homegrown follower of Robert Siegal. Reared on The Lower East Side, he has worked continuously and exclusively for the Program and the people of the area since first working along side his mentor. He is a model in the community, someone who overcame many challenges to make it by sheer will and hard work.

Rodriguez received an honorary Doctor of Law degree from Queens College in recognition of his commitment to young adults. He has also received other awards for his community work, including the Hero Award from the Robinhood Foundation.
